This scene was influenced in part by the war room in Dr. Strangelove, and also the Legion of Doom from Superfriends. I'm enamored with the idea of a shadowy round table of bad guys trying to sort out miniscule details like equipment upgrades and dental insurance for their goons, and doing so with overinflated egos and unnecessary boister and volume. (Is boister a word?). Plus, you have to assume that the way they speak to Pratt here, the Goonish High Council probably gets a few calls from him a week, and they probably deal with similar calls from other spineless pawns all over the world. Hey, it's tough being at the center of the world's biggest (potentially) criminal organization.
And, unlike most self-absorbed evil masterminds, they don't underestimate their enemies. They know Stu is a threat. They're not sending a bunch of nameless foot soldiers to bring him down--they're sending their very best. I wanted the brass at the top of the Hired Goon Association to be a little bit brighter than say, Shredder or Cobra Commander, but still comically full of themselves.
